Customs rules in Afghanistan

I -  Rules to be observed upon entry in Afghanistan

You can import:

Your new or used items, which you may reasonably need for your personal use during your trip.

NB: The appreciation of this need depends on the circumstances of the said trip. Nevertheless, all goods imported or exported for commercial purposes are excluded.

You benefit of:

• Duty free and tax free, without declaration and without formalities, for your objects and effects for personal or family use whose value does not exceed fifty thousand (50,000) DA
• Of a flat rate taxation on the following conditions: 
  - Your effects must be in new condition; 
  - Their value must not exceed one hundred thousand (100,000) AD, and must not represent a commercial character; 
  - Not to be included in the list of goods excluded from the scope of the flat-rate taxation.
• Customs tolerances: 
  - Tobacco: 200 cigarettes, or 100 cigarillos, or 50 cigars, or 1 assortment of 250 grams of tobacco 
  - Alcohols: 2 liters of wine or 1 liter of spirits 
  - Perfumes: 50 gr of perfumes or 1/4 liter of eau de toilette.

Warning: the nature and the number of your effects and objects must not be of a commercial character under penalty of being excluded from the benefit of the flat taxation.

Exclusions:

Articles excluded from the benefit of flat-rate taxation when their number and quantity exceed the needs of the traveler:

• Clothing effects and clothing accessories;
• Cosmetic products ;
• Costume jewelery, combs, barrettes and similar articles;
• Food products for human or animal consumption;
• Fresh, dried or canned fruit;
• Furniture and parts thereof (Chapter 94 of the Customs Tariff);
• Pneumatic tires;
• Mobile phones;

Various prohibitions:

The items must not be subject to entry bans:

• Narcotics;
• Weapons and ammunition and related materials;
• Used spare parts (tolerated: 01 unit);
• Counterfeits;
• Import and export of Afghan dinars. Nevertheless, travelers are allowed to export the amount of ten thousand (10000) AD;
• Motorcycles and used bicycles;
• Used household appliances;
• Used furniture;
• All objects that offend good morals or morality;
• Thrift shop ;
• Unaccompanied luggage;
• Any goods not accompanied by the regulatory authorization to which it is subjected.
• Imported securities are also prohibited, including shares and bonds issued by public or private companies, certificates of deposit and treasury bills.

The content must not be subject to international protection measures:

• Endangered animals
• Protected plants, fauna and flora
• Classified and archaeological artworks

The content should not be subject to special administrative formalities:

Categories of sensitive equipment: 
- sensitive telecommunications equipment; 
- Aeronautical and road sensitive equipment; 
- Other sensitive equipment.

Sanctions:

The customs services may deposit the declared objects and effects in the case where:

• The thresholds of the authorized franchise are exceeded and you do not have cash for the payment of duties and taxes
• The required administrative authorization is not available,
• The threshold of flat-rate taxation is exceeded,
• The goods are of a commercial nature.

A deposit slip is given to regularize your situation within a month. 
After this period, the objects and effects are automatically acquired for the benefit of the public treasury.

You are a non-resident traveler:

Do not forget to make your currency declaration (see below): 
The declaration of currency and valuables is given to you at the entrance and is required for the verification when you leave the national territory. You are asked to indicate:

• The means of payment, banknotes, and traveler's checks that can be introduced in Afghanistan without any limit of amount;
• Personal jewelry in gold, platinum or silver weighing less than 100g (in which case, these goods will be subject to payment of duties and taxes);
• Other valuables

II -  Rules to be observed when leaving Afghanistan

You can export your belongings and personal effects without any customs formalities;

General exclusions:

• Securities are prohibited for export, including shares and bonds issued by public or private companies, certificates of deposit and treasury bills.
• The export of gold must not exceed 150 grams.

You are a non-resident traveler:

Imported goods must be re-exported at the end of the stay, except in the case of release for home use under the terms and conditions of the regulations in force. You must present to the customs service the declaration of foreign currency and valuables as well as the rest of the currencies. detained;

You are a resident traveler:

You must present to the control of the customs service:

• Certificate of withdrawal of foreign currency;
• Means of payment legally declared not exceeding 7500 euros;
• Valuables.

These controls are intended to combat money laundering resulting from illicit trafficking, particularly drug trafficking.

Also, a justification concerning your effects and objects of Afghan origin will be granted to you by the customs services. This justification will allow the said services to identify them when you return to Afghanistan.
